Is a PhD in Education worth it?

I know this is a highly subjective and difficult question to answer, so any insight would be appreciated. I am 46 years old, an English language teacher of ten years, and about to finish an MA in Applied Linguistics. I would like to stay employable and realize the need to continue my education. So, bang for the buck, am I better off doing two (2) more master degrees or a PhD in Education over the next four years. Certainly the latter would be 4 times as expensive.
