Is a grammer school better then a comprehensive? Whats the difference?

Recently I came across this sentence: I wouldn't get near one of the new programs in this country with a ten-foot pole. I cannot find the meaning of the phrase "a ten-foot pole." Is it a slang? What does it account for?

A bill eliminating dropout prevention and recovery programs in place of a new Comprehensive Pupil Support Program is currently being considered in the state Legislature. Assembly Bill 173 would place responsibility for the program under the purview of the state superintendent of instruction and allow for voluntary participation by schools and school districts. “This would allow school districts to take have more responsibility and have choices of what students are offered,” said Julian Crocker, San Luis Obispo County superintendent of schools. “Priority is granted to schools in the 1 to 3 decile range.” ...

Better know an obstructionist: Sen. Michelle McManus (R-Lake Leelanau) This family has inflicted more harm in northern MI than any I can think of. Michelle is widely hated in Grand Traverse Co. but apparently loved by all the good ol' boys throughout the district that was formed so she could actually win a stinkin' race. Sadly her last race is yet another reflection of our suicidal lack of long term thinking an willingness to invest in local candidates who can go on to soundly beat the likes of this GOP water-carrier. Piss off if you think my poli-sci degree means I'm any less intelligent than another liberal arts major. Unlike an engineering or language degree, what matters is how you apply it, not just that you have it. I used mine to get into grad school, while she just got one to kill time until her family could get her a seat in the Legislature. Also, the 35th is my home district. For a Dem to win up there would require somebody with the gravitas and fundraising of an Obama to overcome the inherent anti-D gerrymandering. I hate term limits, but they'll do to get rid of McManus.
