I read the same in a journal ad, but I can present you with an online source as well: "Planting and caring for trees can be a great family and community building activity." <http://www.lhills.sailorsite.net/Documents/Newsletters/NewslettJune02.
htm> The conjunction of adjectives sounds clumsy to me, but what do the native speakers think?

Well, that was my first sentiment, but is planting trees a "family-building activity"? I suspect it is a great "family activity", or "community-building activity". Family-building activities, to me, would be marrying and having children. Or am I getting something wrong?

I think activities that tend to strengthen the ties within a family could reasonably be called "family-building", so Harvey's version is all right.  If Oliver's interpretation matches the original writer's intent, then it might have been better written as "can be a great, community-building family activity."
