Dear Mr. MadGello, In the past, you've written to me about issues concerning the medical, financial, and social treatment of mental illnesses .   Earlier this year, Senator Durbin and I introduced S. Res. 370, which establishes today, September 14, 2005, as the second annual National Attention Deficit Disorder Awareness Day.  The resolution, p***ed unanimously by my Senate colleagues, encourages people to learn more about Attention Deficit/Hyperactivity Disorder (AD/HD) and to support mental health services.  Many national and local mental health advocacy organizations are holding events around the country today to highlight AD/HD and recognize the people living with this neurobiological disorder.  It is my hope that attention to and increased knowledge of AD/HD, as intended by the National Attention Deficit Disorder Awareness Day, can lead to the same for other mental disorders and illnesses.  Today is an important opportunity to renew our commitment to better understanding this and other mental disorders.
Attention Deficit/Hyperactivity Disorder affects over ten million Americans.
AD/HD does not discriminate-it affects individuals of every age, racial and ethnic group, and income level.  AD/HD can cause negative consequences in an individual's life, affecting performance in school and the workplace, producing antisocial behavior and relationship difficulties, and can lead to encounters with the criminal justice system.  Because of the lack of public knowledge and understanding of AD/HD, the challenges of living with AD/HD are many, especially if the individual goes undiagnosed and untreated.
Studies show that less than 85 percent of adults living with this disorder are diagnosed, and less than 50 percent of diagnosed children and adults are receiving treatment.
I strongly support measures to provide funding for research of Attention Deficit/Hyperactivity Disorder.  Although there is no cure for this disorder, treatment and education can ***ist those living with AD/HD to rise above their daily challenges.  As you may know, the majority of federal research regarding AD/HD takes place at the National Institutes of Health (NIH).  In this current fiscal year 2005, NIH allocated an estimated $106 million specifically to research concerning AD/HD.
Studies by the Office of the Surgeon General have shown that one in five Americans suffer from a mental illness.  Yet, according to the General Accounting Office, nearly 90 percent of health plans in the U.S. have discriminatory coverage for mental health diagnoses as compared to coverage of physical health diagnoses.  It is critical that Congress ensures access to basic quality health care, and that those in managed care plans have meaningful legal protections under their health insurance.  I believe that Americans should have the right to be treated fairly by employers and insurance companies when they seek medical care for their illnesses and remain steadfast in my support for mental health parity.
Today, as we recognize National Attention Deficit Disorder Awareness Day, let us also acknowledge the effort of the many non-profit organizations working for those with AD/HD and those who deal with this disorder on a daily basis.  Their voices stress the importance of Congress continuing its support of federal research of all mental illnesses and p***ing legislation to ensure mental health parity, which is long overdue.  Please be ***ured that I will continue to work with my colleagues to work for individuals living with AD/HD and all other mental illnesses.
