But this kiosk doesn't dispense cash or make copies ??” it has a much more personal function that has outraged some conservatives. The kiosk is one of three at state college campuses that allow women ...

Legalizing Prostitution! Over the past few years there have been frequent references to decriminalization of prostitution in Canada. Some advocates have been university professors and others, women's activists. Many arguments are based on the prostitute's rights, but what about Society's rights? Four of these are briefly discussed below. Society has a right to protect itself from disease. Many prostitutes are carriers of contagious diseases. Some of them are so dangerous for the general populati ...

Alameda Social Service :. Children and Family Services The Department of Children and Family Services (CFS) provides protective services to children and families. When a report is made of child abuse or neglect, a child welfare worker from our department investigates the report. If the child has been harmed or is at risk of harm, the child welfare worker will remove the child to a safer situation, usually to a relative or to an emergency foster home. Under the jurisdiction of the juvenile court, the child welfare worker then works closely with the parents to address the problems that led to the child's removal. Whenever possible, ...

Eden Prairie proposes controversial cuts to social services Responding to what he called the city council's "very clear" wish to control city spending, Eden Prairie's city manager has proposed cuts to the city's social services. They include reducing the Housing and Community Services staff -- which handles affordable housing and immigrant outreach -- from 3.5 full-time employees to 1.5 full-time employees. And decreasing the amount the city grants to service organizations, such as food shelves, by 40 percent. The council will consider Scott Neal's recommendations at a workshop this week. It will adopt a preliminary ...

The Politics of Doing Good Two articles from Vancouver newspapers today left me scratching my head and feeling a little frustrated. The first is the more high-profile story of a Vancouver church’s dispute with local authorities regarding what services it can and cannot legally offer as a place of worship, and the second a less publicized issue relating to the Vancouver civic workers strike. Today’s Vancouver Sun ran this article about how religious leaders have joined together to protest the city’s decision to require a local church ( Tenth Avenue Alliance ) to obtain a “social services ...
State balancing act not for the faint of heart A. The best guess of those in both parties I spoke to Wednesday was that Blagojevich expects and intends for his initiatives to run out of money before the end of the budget year. At that point he will take his case to the General Assembly and the public that we need a supplemental spending bill in order to continue cancer screenings, prescription assistance and health-insurance subsidies for the less advantaged.
STATE FINANCE (a) The Governor shall prepare and submit to the General Assembly, at a time prescribed by law, a State budget for the ensuing fiscal year. The budget shall set forth the estimated balance of funds available for appropriation at the beginning of the fiscal year, the estimated receipts, and a plan for expenditures and obligations during the fiscal year of every department, authority, public corporation and quasi-public corporation of the State, every State college and university, and every other public agency created by the State, but not of units of local government or school districts. The budget shall ...
DOJ's Selective Prosecution of NVRA Creates New Problems for Project Vote has repeatedly reported on the Department of Justice's selective prosecution of the National Voter Registration Act of 1993 (NVRA). Instead of addressing state's clear failure to enforce NVRA Section 7's mandatory provisions requiring states to offer public assistance clients the opportunity to register to vote (see this study which details the continuing problems), the DOJ chose to pursue enforcement of Section 8, which details how voters should be purged from voter rolls. Many states have buckled to the DOJ's pressure and eligible voters have ...
Increased voter participation and elimination of fraud were the primary goals of Congress when it mandated that the States make reasonable efforts to maintain accurate voter registration lists. The absence of evidence of fraud or voter suppression during the relevant time period weighs heavily in favor of a finding that the Defendants' efforts have been reasonable.
Social work oversight criticized A grand jury yesterday blasted the Kentucky Cabinet for Health and Family Services for not disciplining state social workers based in Hardin County for "serious acts of misconduct" against families whose children they removed. But after a two-month investigation, the grand jury said it found "no prosecutable crimes" in the case, and it did not issue any indictments. One reason, the report said, is that 12 months has already passed, barring prosecution of "any potential misdemeanor offenses." The grand jury investigation followed a report released in January by the Inspector General of the Cabinet ...
