Although some published reports are either anecdotal or flawed by poor design (Cox, Davidson, & Bynum, 1995), consensus seems to be emerging regarding best practices for at-risk students.

But we must first ask who is at-risk? And at-risk of what? Many organizational reports and even some scientific studies simply assume a definition without articulating it. Even among the available definitions, ambiguity is often the defining characteristic. Thus we find Jan Murdock's understanding, presumably a reflection of the Texas Education Agency's (TEA) official position, that at-risk children have a "greater likelihood of becoming [educationally] disabled because of conditions surrounding their births or home environments" (1999, p. 318).
