How horrible for the little boy.
Notice how CPS routinely violates its own rules.
Maybe the 7yo could have been placed with family, where at least, he might not have been SEXUALLY ***AULTED.
Why doesn't DHS, DHHS look for some family member?

Sexually ***ualted?  I always have trouble wondering about the specifics.
Could it be that these boys were doing nothing more than playing grab-***.
Could it be these boys were not even naked?  Perhaps they may have 'pants' the kid but even then to call such games a 'sexual ***ualt' is a bit much.
Certainly I don't know the specifics but I'm not going to join a group of dunderheads to immediately think or beleive the worse. Isn't it possible the younger kid was really making a pest of himself and the boys somehow evened the score.
I also note that the writer seems to make an issue of a facility that was 'city funded' as if to find the city at fault. For additional drama there is the matter of age. Where should the line be drawn?  Separate everyone by age or physical maturity?
Missing, of course, is an explanatioin relative to supervision.  Where were the adults who are charged with maintaining order?
