Fighting antisocial behavior on social networking sites The Council of Europe, which represents 46 countries including the United States, is pressing for a new global treaty that seeks to protect children by criminalizing online behavior like "sexual grooming," a term for adults who befriend young users on the Internet and then meet them in person for sexual abuse. The council adopted a draft convention last month and in October the treaty will be open for countries to sign.
Many children and teens are aware of hazards and safety strategies, but still give out telephone numbers and agree to personal meetings with strangers they encounter online, according to Eurobarometer, an EU research group that conducted interviews in almost 30 countries with children aged 9 to 14. Some of the children surveyed were surprised and upset by the results of their online activities.
