Child Mental Health Treatment Act FAQ The parent/guardian income is not counted in determining financial eligibility if admission to a residential facility will occur within 30 days and will last longer than one month. It is essential to provide the SSA office with all relevant reports, assessments, evaluations, and other documentation concerning the child's mental health needs. An SSI checklist developed by the SSA can help in the application process. Additional information about SSI can be found on the Social Security Administration's website.
For the first 30 days, when SSI eligibility usually has not been determined, residential treatment costs are covered by private insurance (if available), parental fee, and State funds. Beyond the first 30 days, for children found eligible for SSI, the payment is covered by private insurance (if available), the child's monthly SSI benefit (minus $30 which is used for the personal needs of the child), parental fee, and State funds, if necessary. Medicaid reimburses the residential facility for treatment costs.

Monitor to oversee facility for troubled children The largest privately run residential facility for troubled kids in New Jersey will be monitored by an expert to help correct safety and treatment problems that prompted the state to halt admissions in April. Protecting our children Hershberger, a Republican, and Bradley, a Democrat, warn that lawmakers who don't fully understand the extremely sensitive, potentially dangerous and grinding work of Child Protective Services can do more harm than good with their push for openness. Instead of stripping confidentiality rules, they say, lawmakers should give CPS enough highly trained caseworkers and substance abuse treatment resources.
That's a reasonable, educated idea. But we're talking about the Arizona Legislature, the same group that continues to largely ignore the connected web of child welfare, substance abuse, poverty and mental-health care. The latest budget allocates $5 million for the Families First initiative, $2 million of which was a one-time allocation lawmakers had to vigorously push to keep. "It's far less than we need," Hershberger said. "We fight every year."

I’ll leave it lawyers and other legal minds to figure out the implications re: the Full Faith and Credit clause . The defeat of anti-gay adoption bills in several states, and the passage of the Colorado bill are encouraging . But as long as some people with media bullhorns call gay parenting abusive and selfish , it’s worth seeing how we measure up against some inherently better candidates — because they’re heterosexual — for parenthood .
