Applying merit badges to rank advancement

Do merit badges required for a rank have to be earned while at the previous rank? In other words, can merit badges earned while a Tenderfoot Scout or Second Class Scout be applied to the requirement for Star? Though the requirement does not state 'while a first class scout' ,the requirement for Life Scout does say 'Earn five more merit badges'. Of course it is followed up with 'so that you have 11 in all'. I just wonder if a Scout learns more doing a merit badge as he progresses through the rank ...
