obviously, relying on drug addicts voluntarily seeking help doesn't work. i think those addicts who are only convicted of possession of small quantities of illegal drugs for their own use only, should be sent to drug rehab programs, not to prison. such violations should be considered infractions, not crimes. after being released from the drug rehab program, they should have to complete followup treatment to ensure that they stay drug-free. they must also receive additional counseling to help the ...
