This kind of thing happens in every state that has "high stakes testing", and the sad part is that the tests get blamed. What's really to blame is that politicians don't have the guts to say (a) "a student WILL NOT graduate unless they have p***ed x-courses and y-tests, period, absolutely no exceptions, no matter how many outraged and anguished parents run to the press or to the courts", combined with (b) an absolute insistence that only qualified teachers are employed.
Absent those factors, there will be overwhelming incentives to cheat on or otherwise undermine the standards.

qualified teachers? hell Teaching is an Art, one that very few can master, a bunch can do it well and a bunch more can hand out information and kids will learn in spite of the teacher.
If you want teachers that can teach well don't encourage them to go into Administration or force them to coach a sports team or do the other stuff that just takes away from thier time in the cl***sroom and thier families. teachers like most people do best when happy. piling on more stuff does not make them happy oh and paying them less than the p[revailing wage for their level of education doesn't help either...
