    CANADIAN COUNCIL FOR NON-SMOKING alarmed at inaction.
    TORONTO, Dec. 22 /CNW/ - Mr. Frank Dwyer, President and CEO of the Canadian Council for Non-Smoking (CCNS) today called for Health Minister Rock to immediately launch a national teen culture multi-media campaign, and begin to spend some of the thirteen million dollars collected per day in tobacco taxes across Canada.
    The CCNS plan called "Youth Trust Agreement - 'Keep the Promise'", which has been rejected by Minister Rock for lack of funds, calls for children starting in grade three to sign a pledge not to start smoking (Youth Trust Agreement). This pledge is to be witnessed by the parents, the Ministers of Health and a sports or entertainment hero.
    Thereafter a national ongoing multi-media youth culture campaign to run on youth radio, television and print entitled 'Keep the Promise', initiated by governments with the support of corporations and run by CCNS.
    "Youth marketers like Nike and Tommy Hillfiger can get the majority of our kids to want to wear their products and only their products." Mr.
Dwyer said, "And you know that costs them hundreds of millions of dollars in advertising and promotion to achieve that stature. Surely we can do the same with 'Keep the Promise' just as we did with "Don't Drink and Drive'."     The recently released fifteen million dollar National Cancer Institute study proved that earnest school programs don't work without reinforcement in the youth culture fortress, i.e. a minimum one hundred million dollar national media campaign.
    "The argument that there is no money available is nothing short of prevarication," Dwyer continued. "We at CCNS see the thirteen million dollars collected daily by the governments of Canada as nothing more than a license fee, paid by the tobacco companies so that they can continue to sell their deadly product."     Governments, whose fiduciary obligation is to protect and inform, particularly our children, about dangerous products, is not met simply by putting nasty, negative warnings and pictures on the packages of cigarettes. Nor is it met by pointing the finger of blame and turning parental anger against tobacco companies in an attempt to hoodwink Canadians into believing something is being done about teen smoking, when in fact teen smoking has reached an all time high of 28% on Mr.
Rock's, his fellow provincial Health Minister's and their stakeholder's watch.
    "Attempting to break the back of teen smoking cannot be done by adults, scientists and governments without involving the dynamic of marketing and advertising so ably used by tobacco companies. Let's resolve to take a page from their book, commit the money which we already collect (5.2 billion annually) and get the job done." Mr Dwyer concluded.

But that's impossible! The anti-smokers promised us that once cigarette advertising is banned and taxes on cigarettes raised, teens will completely stop smoking.

It's really the anti-smokers that are stupid, in believing that teens are stupid and gullible enough to fall for all the crap that's presented to them. And as long as there are people (like me) around to nullify that crap, teens are going to go on smoking.

I don't think anyone promised that it would stop completely, but as far as what went wrong, cigarette advertising is still not completely banned and taxes on cigarettes have gone down in Canada.
