National forests battle damage At the Bitterroot National Forest in Western Montana and Eastern Idaho, fewer workers are dealing with more garbage and damaged forests each year, said Mary Laws, a recreation program manager there. Laws' programs have lost funding for four workers and the financial cost of dealing with trash in developed areas alone has more than doubled in the last decade, from $5,000 to $12,000 annually, she said.
